Government by committees

Guernsey does not follow the conventional model of a government formed by a ruling party or coalition.

Instead, the executive functions of government are handled by Committees, which are made up of Members from the States of Deliberation. These Committees set direction and policy, which is then implemented by the civil service.


The Principal Committees are each directly accountable to the States of Deliberation. They are responsible for key areas of government and policy-making, based on powers and responsibilities delegated to them either by legislation or by resolution of the States.

It is the role of the States of Deliberation to scrutinise these Committees, examining their policies, decisions, and how they carry out their duties.

Other Committees of the States focus on a range of important functions, including scrutinising government policy, spending, and legislation, overseeing regulatory matters, managing procedures of the States and its Committees and looking after the States’ commercial and trading interests.

Together, these Committees ensure that government in Guernsey remains transparent, accountable, and effective.
