Officials and Roles

The States of Deliberation, our Parliament, is constituted of a presiding officer, two law officers, Guernsey's Deputies, and two representatives from Alderney.

In addition, several officials support the functioning and governance of the Parliament.


The Presiding Officer

The States of Deliberation comprises a Presiding Officer (or Speaker), this position is held by the Bailiff by virtue of his office or in his absence the Deputy Bailiff, or in the absence of the Deputy Bailiff an Acting Presiding Officer, nominated from among the elected members by the Bailiff. The Presiding Officer is the moderator of debate and does not exercise a vote.

Law Officers of the Crown

The Law Officers of the Crown, HM Procureur and HM Comptroller sit in the States as the legal advisors to the House they do not vote and by convention speak only when giving legal or constitutional advice on matters under debate.

The States' Greffier

The States' Greffier is the Parliamentary Clerk of the States of Deliberation (under powers delegated from the warrant of HM Greffier) and is responsible for publishing the Billet and its contents, the Order Paper and the resolutions.

He is also responsible for advising members on procedure, assisting and advising on the drafting of questions and amendments and overseeing the running of debates.

HM Sheriff

HM Sheriff is responsible for maintaining order during sittings under the direction of the Bailiff and announces Royalty and the Lieutenant Governor when they attend sittings of the States.
