Guernsey’s Parliament (the States of Deliberation) meet every three weeks except during school holidays.In these meetings they draft legislation and discuss and debate reports and other matters.
The items for discussion are contained in a publication called a Billet d'État. Information about the Members of the States of Deliberation and the Rules of Procedure for States' Meetings can be found within the Blue Book.

Propositions are items submitted to the States for debate. They must be laid before the States to enable any debate or voting to take place.

Resolutions are decisions made by the States. Resolutions are made after the States debate and vote on propositions laid before it by Committees, Authorities, Boards or individual Members.
