Propositions are items for submission to the States of Deliberation by the various Committees, Authorities, Boards or individual members so that a debate and subsequent vote can take place. A proposition may include a relevant policy letter detailing the background, supporting evidence and rationale for the propositions.
Propositions are either original or secondary. Original propositions are submitted to the States in their own right, while secondary propositions arise from an item already submitted to the States.
Original Propositions can have the following status:
- Lodged - the proposition has been submitted but the date for the debate has not been agreed;
- Scheduled - the proposition has been assigned a Meeting at which it shall be debated by the States;
- In Debate - the proposition is currently being debated by the States;
- Debated - the debate and voting on a proposition has concluded;
- Withdrawn - the States resolved to withdraw the proposition and it is no longer considered lodged for debate; or
- Adjourned - the debate on the proposition has not concluded so it shall carry over into the next Meeting of the States.
