Propositions are items that must be submitted to the States of Deliberation by the various Committees, Authorities, Boards or individual members in order that a debate and subsequent voting can take place. A proposition may include a relevant policy letter detailing the background, supporting evidence and rationale for the propositions.
Propositions are either original or secondary. Original propositions are submitted to the States in their own right, while secondary propositions arise from an item already submitted to the States.
