The Blue Book

The Blue Book is a combination of documents for all States' Members to use as reference. The Blue Book includes:

  • A list of the Members of the States of Deliberation and their Committees
  • The Rules of Procedure of the States of Deliberation and their Committees
  • The Code of Conduct for States' Members
  • The Rules for Payments to States' Members, etc.
  • The Reform (Guernsey) Law, 1948, as amended
  • The States Committees (Constitution and Amendment) (Guernsey) Law, 1991, as amended
  • The States Reform (Guernsey) Law, 2015


Rules of Procedures

These are the rules which govern how Meetings of the States of Deliberation and their Committees functions.

The Rules of Procedure are decided by the States of Deliberation under Article 7 of the Reform (Guernsey) Law, 1947, and may resolve to revoke, amend or suspend these Rules.

Reform Laws

The Reform (Guernsey) Law, 1947 sets out the legislative framework for the States of Deliberation including, but not limited to; how the States is constituted, who acts as Presiding Officer, the election of Deputies, and the registration of political parties.

Code of Conduct

The Code of Conduct which sets out the behaviour that the public can expect from a Member of the States of Deliberation. The Code of Conduct also helps Members to understand what they should and should not do and their obligations and duties to the States, the people who voted for them and the public.

All Members are required to comply with the provisions of the Code of Conduct in all aspects of their public life. Although it does not seek to dictate what Members do in their purely private and personal lives they must, however, be aware that some private and personal matters may affect their public roles.
